The Ministry of Road Transport and Highways and the Delhi government will hold a Transport Mela on 28 October from 9:30 AM at the Vehicle Inspection Unit near the District Transport Office in Burari, North Delhi. It is meant to help owners of old trucks and buses use the Parivartan scheme, according to a PIB release dated 26 October. Vehicle makers, dealers, scrapping facilities, banks, oil companies and city gas distributors will staff counters at the venue.
Counters for Scrapping, Loans and Fuel Vouchers
An owner can ask in one place how to scrap an old vehicle at a registered facility, what finance banks and NBFCs offer, and which new vehicle qualifies. PIB says about 40,000 beneficiaries have registered on the Parivartan portal so far. The release does not say whether any minister will attend.
The incentives it lists for a replacement vehicle include a 100% road tax waiver for 10 years, a 5% interest subsidy on vehicle loans, an OEM discount of at least 8%, monthly fuel vouchers, a registration fee waiver where applicable, and a one-time benefit for electric vehicles.

Who Qualifies Under the Rs 9,585 Crore Scheme
The Union Cabinet approved Parivartan on 3 June 2026. The outlay is Rs 9,585 crore, of which Rs 5,041 crore is central support, according to a report by The News Mill on the housing ministry’s approval of the guidelines. Housing and Urban Affairs Minister Manohar Lal Khattar called it “a landmark step for the National Capital Region”.
ETV Bharat reported that the scheme covers trucks and buses registered in Delhi-NCR as of 30 April 2026 that meet BS-IV or older emission norms; government-owned vehicles are excluded and joining is voluntary. About 2.32 lakh vehicles across 37 NCR districts are eligible. Buses must be replaced with CNG or electric ones.
Month-End Target of 25,000 Registrations
When ETV Bharat explained the scheme in August, it reported an immediate target of 25,000 registrations by the end of October. The government did not expect a big effect on this winter’s air, the report said, and hoped for visible gains in three to six months. IPB has covered the season’s Delhi air pollution separately, and more updates are in the Daily Updates section.
The Mela starts at 9:30 AM on 28 October. The release gives no closing time.
