The Ministry of Road Transport and Highways has notified a concessional annual toll pass for private vehicle owners who live within 20 km of a National Highway toll plaza, available from 1 November 2026. The pass costs ₹1,500 a year at plazas outside municipal or town limits and ₹3,000 a year at plazas inside them, according to the ministry’s notification of 26 October amending the National Highways Fee Rules, as reported by ThePrint and UNI.

Who Can Get the ₹1,500 Pass

The pass is meant for owners of non-commercial vehicles that have a valid, working FASTag and a residence within 20 km of the plaza. It works only at the plaza it is issued for and cannot be transferred to another plaza. Eligible residents can choose between this pass and the existing monthly local pass for that plaza.

It will not be issued on highways or expressways that charge fees under a closed system, or where a service road or an alternative road is available for local travel.

₹360 a Month Versus a Yearly Fee

The monthly local pass costs ₹360, or ₹4,320 over twelve months. On that basis the ₹1,500 annual pass saves ₹2,820 a year and the ₹3,000 pass saves ₹1,320, according to Oneindia’s calculation. The ministry said it wants to make travel more economical for people living near plazas, noting that more than 13 crore FASTags have been issued. The national FASTag annual pass, launched on 15 August 2025, is priced at ₹3,075 and is a separate product for long-distance travel.

Fees Reviewed Every 1 April

The pass fee will be reviewed each year on 1 April, so the amount can change. The reports reviewed by IPB do not say which documents residents must submit or how to apply; those details were not in the coverage available at the time of writing. Residents can check the process with the concessionaire or NHAI office at their local plaza from 1 November.
