External Affairs Minister S Jaishankar announced a $500 million line of credit for Guyana on Wednesday, 4 November, after meeting President Irfaan Ali on the sidelines of the Commonwealth Heads of Government Meeting in St John’s, Antigua and Barbuda. In a post on X, Jaishankar said the credit is for “roads, health and defence projects”, according to Press Trust of India.

Three Pacts Signed Alongside the Credit

India and Guyana also signed three agreements. The first covers the supply and installation of manufacturing projects for micro and small enterprises. The second provides grant assistance for Quick Impact Projects. The third is on digital public infrastructure and includes help in building a payment system in Guyana modelled on India’s Unified Payments Interface, or UPI.

The reports do not give a sector-wise split of the $500 million, the interest rate or the repayment period.

Ties Since the 2024 Visit

PTI reported that the two countries have made steady progress in cooperation since Prime Minister Narendra Modi visited Guyana in 2024. Jaishankar also urged Commonwealth partners to “de-risk and diversify”, the same report said.

For Indian readers, the UPI-style system is the most visible item: it would take a home-grown payments platform to another country. IPB News has covered how UPI is now a subject of court and regulatory debate at home; see the report on charges above Rs 2,000.

Details Still to Be Published

The Ministry of External Affairs has not yet put out the terms of the credit in the reports available. The loan agreement, project list and timeline would show how much goes to each sector and when work begins.
