India and the European Union have concluded negotiations for India to join Horizon Europe, the EU’s flagship research and innovation programme, according to a release the Press Information Bureau put out on 7 November 2026. The European Commission announced the conclusion of the talks a day earlier, and said the association is scheduled to begin in January 2027. Both sides still have to sign the association agreement and complete their internal procedures.
Direct EU Grants for Indian Labs
Until now, Indian researchers have taken part in Horizon Europe projects through a co-funding arrangement: the EU pays its partners, while Indian ministries such as the Ministry of Earth Sciences fund the Indian side. Once India is an associated country, Indian universities, institutes and companies can apply to the programme directly, on the same footing as institutions in EU member states, and can lead collaborative projects under Pillar II, the programme’s largest component, according to the Commission’s release as reported by Eunews.
The Commission said the deal “will create new opportunities for European and Indian partners to pool expertise”. Associated countries pay a financial contribution into the programme. Neither the Commission nor PIB has given the amount India will pay in the material reviewed by IPB News.
Talks Began in February
Formal talks on India’s association opened on 7 February 2026 in Brussels, after the 16th EU-India Summit. EU Commissioner for Startups, Research and Innovation Ekaterina Zaharieva said at the time that “science works best when borders do not get in the way of ideas”, as reported by ANI. Association is the closest form of research cooperation the EU offers to countries outside the bloc.
The decision also follows the India-EU trade agreement and the third EU-India Trade and Technology Council ministerial meeting held in Brussels in July 2026, the Commission’s photograph from which accompanies Eunews’ report. IPB News has also tracked the diplomatic calendar in its earlier report on Polish Prime Minister Donald Tusk’s India visit, and publishes the latest on the Daily Updates page.
Signing Date Still Open
Association is scheduled for January 2027, once both sides sign the agreement and complete their procedures. The signing date and India’s contribution had not been announced at the time of writing.
