The Mumbai Port Authority has invited global bids to build and run the Viksit Bharat Mumbai Marina at Victoria Dock, a yacht harbour with space for 604 yachts at full build-out. The project is estimated at ₹922.67 crore, and bids are due on 15 December 2026, according to the tender details reported on 21 October. The winner will operate the marina for 45 years before handing it back to the port authority.

Revenue Share Decides the Winner

The port authority is using a Design, Build, Finance, Operate and Transfer model with a single-stage, two-envelope electronic tender. The bidder offering the highest percentage of gross revenue to the port authority wins. Companies can bid alone or in consortiums of up to four members. Pre-bid queries close on 28 October, and pre-bid meetings are on 30 October and 25 November.

Hotel, Sailing School and Repair Yard

The plan covers 37.3 hectares of protected water, with 424 berths in the first phase. Facilities include a marina terminal building, sailing school, yacht club, dry-stack storage, a fuel station, a five-star hotel, a tourism business centre, shops and restaurants, and space for boat shows. A yacht repair yard is planned at Haji Bunder. Port authority chairperson Dr M Angamuthu said the project will open part of the working harbour to organised marine tourism while keeping “port operations and safety at the centre”.

Breakwater Work Has Already Started

Marine works are under way, including a piled breakwater with a roughly 150-metre approach trestle, six service platforms, floating pontoons for about 424 berths and capital dredging. Environmental and Coastal Regulation Zone clearances are in place for the whole site.

An earlier trade report from 7 October put the cost at ₹2,922 crore and the water area at 39.86 hectares; those figures differ from the latest bid details, which this report follows. Other port projects are covered in the Tuna Tekra terminal award at Kandla and on the Daily Updates page.
