Congress general secretary (communications) Jairam Ramesh said on Tuesday, 3 November 2026, that Parliament has still not been prorogued 82 days after the Monsoon Session was adjourned sine die, and alleged the Centre is keeping the door open for a special session to pass delimitation bills. According to a UNI report, Ramesh claimed the aim is to secure a two-thirds majority in the Lok Sabha, though the contents of the proposed bills have not been made public.
What Congress Is Alleging
Ramesh linked the delay to Union Home Minister Amit Shah’s reported consideration of convening a session. The allegations are the Congress’s own; the UNI report carries no response from the government.
Third Time Congress Has Raised It
Both Houses were adjourned sine die on 13 August. On 23 August, ten days later, Ramesh posted on X that adjournment and prorogation usually come two to four days apart. He cited gaps of 28 days in 2015 and 20 days in 2021 and asked: “What explains the abnormal delay now?”

The bill at the centre of the dispute, linked to delimitation and women’s reservation, was defeated in the Lok Sabha on 17 April during the Budget Session. It drew 298 votes in favour and 230 against out of 528 voting, short of the 352 needed for a two-thirds majority. Congress has since demanded that Lok Sabha strength stay frozen at 543 seats for 25 years and that 33 per cent women’s reservation apply from the 2029 elections.
No Session Date Announced
No special session has been formally announced. Until the government publishes the bills or notifies prorogation, Congress’s claim about a planned session rests on its own reading of the delay. See more political coverage under Daily Updates.
